Bolin's weapon is from the Initiative's inventory. It's a false mustache that, much like Clark Kent's glasses, makes him completely unrecognizable as himself.
At first, it will only affect people who look directly at Bolin's face. Somebody may recognize him from behind, grab his shoulder "Hey Bolin -- oh, sorry man. I thought you were someone else." If someone is describing mustached!Bolin to another person, they would say "He looks just like Bolin -- but he has a mustache."
As the weapon evolves, it can actually alter how people see him. They may remember him as taller than he is, or shorter, or with a deeper voice, or lithe as a dancer. It doesn't give him control of how other people see him, and two people looking at him at the same time will see two different Bolins.
The only constants are the gender of the wearer (for Bolin, he will always be a man. if a woman put it on, she would always be a woman), and that the person (man or woman) has a mustache.

It took him weeks to save up the money -- by keeping the change when Mako sent him out to get groceries and by running errands for gang members behind Mako's back.

Bolin can write his name and read some, but for the most part he's illiterate. He grew up on the streets; learning how to read and write was not a high priority. In Exsilium, it's worse because he's never seen English characters before. He'd be more familiar with Chinese characters.
